The CBI court has issued attachment notice against former IPS officer Jyoti S Belur, who was dismissed in a fake encounter 25 years ago in Ghaziabad, Uttar Pradesh. For the last two decades, Wanted Jyoti of CBI is currently teaching policing lessons at a London university. The CBI court is once again going to correspond with the Ministry of External Affairs for issuing Red Corner Notice through Interpol.

4 people were killed in Modinagar on the day of Dhanteras
Jyoti S Belur, a 1993 batch IPS officer, was posted as Additional Superintendent of Police, Modinagar in Ghaziabad district in the year 1996. Dhanteras was on 8th November 1996. On this day four youths Jalaluddin, Jasbir, Ashok and Pravesh were shot dead in Modinagar area. It was alleged that the police had killed all four in the affair of out-of-turn promotion. A lot of questions arose on this fake encounter. The CBI started the investigation of this case on 7 April 1997.

A bullet was fired from Jyoti’s revolver
The CBI, in its charge sheet on September 10, 2001, had claimed that one of the bullets that hit a youth, Jasbir Singh, was fired from the pistol of the then IPS officer Jyoti S. However, Jyoti was not named in the chargesheet and it was said that she was not present in Ghaziabad on the day of the incident. Since the pistol was allotted in the name of Jyoti and the forensic investigation confirmed the firing from the same pistol. Therefore, the CBI court in Ghaziabad issued warrants on September 14, 2007, making him an accused.

went on study leave and did not come back
Jyoti’s original IPS cadre was Uttarakhand. She was sent back to her parent cadre in 2001, but she did not appear on her duty even once. Meanwhile, she went abroad on study leave and did not return. He has been missing since October 1, 2005, after the end of his study leave. The Ministry of Home Affairs has dismissed Jyoti from the Indian Police Services on 23 February 2017. Here, the CBI court had sentenced four UP policemen, then Bhojpur HSO Lal Singh, SI Jogendra Singh, constables Subhas and Suryabhan to life imprisonment for the murder of four youths in February-2016.

File open in CBI court after five years
The CBI court of Ghaziabad has issued notices to Jyoti S Belur 16 times so far, but she did not appear even once. Two days ago i.e. on Monday, the CBI court issued the attachment notice of Jyoti. Official sources associated with the court said that the file of this case was lying closed for the last five years. Now when new justices came, they got this file out again. After seeing him, an attachment notice has been issued.

The Department of Security and Crime Science in the Faculty of Engineering Sciences, named after Jyoti Belur, a lecturer at the University of London, has a total of 34 publications.
