The then Chief Minister Virbhadra Singh had taken steps to fulfill the demand of fulfilling the status of capital to Dharamsala. Its beginning on the pages of history started 165 years ago. Lord Elgin, the Viceroy and Governor General of India under the British rule, came to Dharamsala in 1852. During this, he sent a proposal to the British Government in London to make Dharamsala the summer capital, but the British officials liked Shimla.

Understanding the sentiments of the people of Lower Himachal, the then Chief Minister Virbhadra Singh had started the tradition of winter migration in the year 1994 and for the equitable development of the people, it was Virbhadra Singh for the first time in December 2005 outside the state capital Shimla. Winter session was organized. The then Chief Minister Virbhadra Singh had laid the foundation stone of the Vidhan Sabha building at Tapovan on 25 December 2006.

The winter sessions of the Vidhan Sabha have already been organized in Dharamsala, which is a milestone in itself. After this the assembly building was also built and the Congress government started the tradition of winter session. Dharamsala came to be called the undeclared capital. After this, Virbhadra Singh also took steps to make Dharamshala the second capital. District Kangra is also the largest district of the state, in view of this, he had also given the status of the second capital of the state to the district headquarter Dharamshala.

But after the Congress government was out of power, this matter remained in controversies. This was his contribution to district Kangra. After giving the status of second capital to Dharamsala, mini secretariat was also established by him in Dharamsala and it was also ensured that not only district Kangra but other ministers of the state also sit in Dharamsala and solve the problems of the people. And since then till today the BJP government is also working on their footprints.
